We’ve incorporated materials you need to effectively work with consumers, to enhance compliance with our contract and various state and federal regulations. We recognize that complying with these expectations and other state and federal requirements can be a complex task. Our staff will assist you in any way we can to make the process as easy as possible. Publicly supported mental health, developmental disability and substance abuse services in Michigan are governed by a variety of federal and state regulations and are managed by contracts between managing entities and the Michigan Department of Community Health. In the cases of mental health and developmental disability services covered by Medicaid, collectively referred to as “behavioral healthcare services”, these managing entities are known as “Pre-Paid Health Plans”, “Pre-Paid Inpatient Health Plans” or simply “PHP’s.” Community Mental Health Services Programs (CMHSP's) contract with the Michigan Department of Community Health for behavioral health services covered by State General Funds. In the case of substance abuse prevention and treatment services, the managing entities are known as “Coordinating Agencies” or “CA’s.” Public support of PHP’s or CA’s comes through a variety of funding streams. The primary sources of public funding are Medicaid, State General Funds, and Federal Block Grants. Each source of funding has associated with it a variety of rules and regulations, many of which change as the federal and state appropriations and other legislative processes occur. At times, you will note that sections of this web site refer to Bay-Arenac Behavioral Health Authority. You should know that Bay-Arenac Behavioral Health (or “BABHA”) is the managing entity for Medicaid and certain other state funded services, and that BABHA is the PIHP, and the Access Alliance of Michigan is the division of BABH responsible for management of behavioral healthcare services. BABHA is also the CA, and the Riverhaven Coordinating Agency is the division of BABH responsible for the management of substance abuse services. Policies provided on this web site regional policies and apply to all providers, regardless of the community mental health agencies that actually hold the contract with the provider. The Access Alliance of Michigan, Riverhaven Coordinating Agency, as well as the Community Mental Health Services Programs (“CMHSP’s”) in the region expect to work in partnership with members of our provider networks in assuring that resources are used effectively to meet the mental health, developmental disability and substance abuse services needs of our citizens. From time to time, and for a variety of purposes, we may invite representatives from the provider network, consumers, advocacy groups, and other stakeholders to participate in committees or advisory boards, to provide feedback on new ideas, or to otherwise assist us in meeting the behavioral healthcare needs of our community. The provider contract serves as the foundation of our relationship. This web site provides additional clarification and detail in order to inform the provider of the various policies, procedures, rules and regulations that pertain to the particular services the provider is contracted to deliver.
